I don't know.
Having had a look at one of the discussion pages, if it is a hoax it has either:
a) been done with a thoroughness and commitment to the gag that is jaw-dropping.
b) been taken over by folk who didn't get the joke and are treating it seriously.
According to the discussion at Boing Boing, "the Conservapedia Top 10 list is probably the result of click bots skewing the results."
That said, I'm pretty sure Conservapedia itself is for reals, which is both horrifying and hilarious.
